STOP THE TAKEOVER OF DC

It saddens me that President Trump is about to take over the city of Washington, DC. With the use of military this is what dictators do in most third-world countries. While I do not want the United States to turn into a third-world country, I do not want President Trump to take over DC.
The reason for the DC takeover is that the local leaders have failed to squash the violence in their cities. America is not a safe place to live in the big cities anymore. Sure, I'd love to live in Manhattan or DC for the nightlife and the culture. But in DC, there is a culture of corruption.
The reason why the federal government is based in DC is due to the fact that the founders wanted separation of powers, and they wanted a federal seat to be independent of state politics, which it is, until now. First, does President Trump have the right to take over Washington, DC? He will not only be President but de facto mayor.
The federal government does not need to take over DC. The homeless should have the right to sleep a dwell where they want to. Just because it is unsightly for you, the President does not have the right to kidnap the homeless and squash the violence in DC. That is the local government's job, not the President's.
