CONGESTION TAX EXEMPTION FOR DISABLED

New York City's most unfair tax, the Congestion tax has become even more unjust to people. Under the new plan, a person with a disability can apply for an exemption based on their disabilities. But I thought people with disabilities wanted equal treatment under the law? Well, this certainly does not provide equal treatment under the law. Yes, it is good that people are exempt, but it really goes down to discrimination against people without disabilities who drive into the city. Since this does not provide equal protection under the law, I consider this to be unconstitutional. Again I am not a lawyer but a concerned citizen and journalist.
To qualify for the Individual Disability Exemption Plan, one must have a registered disability and that disability must prevent them from using public transportation. What prevents them from using public transportation is the independence of having their own means of transportation.
However this law will discriminate against people without disabilities. Why should the disabled people get a break just because they are disabled? If a disabled person wants to be treated like everyone else they must follow the same laws as everyone else. That is why I am opposed to the Congestion Tax since it discriminates against able-bodied people who can drive. Why should the rich in the city have to pay a higher tax just because they are rich? This law by its very nature is discrimination. As always comments accepted.
