BIDEN PLAYING FAVORITES WITH CLEAN ENERGY

We should all want to live in a clean environmentally friendly society. President Biden is trying to make the world a more green place but he is going about ti the wrong way. President Biden is using the government to strong-arm cities into becoming more earth-friendly. He is giving them bribes with monies attached to being more green-efficient. This is the wrong approach for the government to be in. The government should not be in the business of picking the winners and losers in society. Also, President Biden is solely picking out Democratic lead cities to help out which is possibly broader line unconstitutional but I am not a lawyer.
President Biden is offering $20 billion dollars to start up a national federal funding network to start up and help fund clean energy projects across the nation. This seems like a bribe to me by the federal government. The federal government is going to want a favor to from these cities to give them money. This is not a government charity but a form of Democratic coercion in an attempt to bribe communities with funding for initial votes. The better solution is to let the private banks give out the loans that need to be paid back over time to make a more healthy environment.
To further screw things up, President Biden is spending $150 billion on this project. With the government's help, I think the process is going to be slowed down dramatically. I do think that the implementation of this program can be done at a faster rate and at a cheaper amount of time if the government just got out of the way and the entire project was funded by a private bank or charity.
Another problem I see is that this is entirely unconstitutional although I am not a lawyer. It seems to me that this program is going to fund the disadvantaged cities over cities that are well-to-do. Does that mean the richer cities are not going to get the funding or their request will be denied simply because their mayors are better finance managers? Awarding poorer communities over the richer communities seems entirely unconstitutional. As always comments accepted.
